Its not a conspiracy, the FIA only sets the rules. The newest F1 cars don't have "driver aids" in the same sense as consumer car's have traction control and stability management as most aids were banned in 1994, the cars are incredibly unstable at lower speeds due to their power output.  DRS is a Drag Reduction System that can be used when a trailing car is within one second of another and lasts for up to 6.7 seconds, it has the capacity to achieve up to a boost of only 10km/hr
